Congress is again scrambling to pass a spending bill to temporarily fund the government, known as a continuing resolution, to avert another government shutdown that could begin at the end of the week.

Government shutdowns occur when the federal government stops all or some of its operations because of a funding gap. Shutdowns happen when Congress fails to pass a budget for the following fiscal year, according to the Brookings Institution.

Now with the text out, the current plan puts the entire timeline – having lawmakers read the text, advancing it to the Rules Committee and getting to a floor vote – in the span of a week. With time no longer on their side, a failure at any stage could result in a shutdown.
